METHODOLOGY

The method is the product

Connection queue times are measured differently in every country. Land prices come in incomparable units. Permitting regimes have no common structure. The hard part of comparing European markets is not gathering the data, it is normalising it — and that normalisation is what we are asking you to trust.

So it is stated, versioned and dated, and it travels with every ranking, shortlist and dossier you export.
NORMALISATION · ONE CRITERIONCONNECTION WAIT
Where a country reports something in a way that cannot be compared, it leaves the scale rather than being bent onto it. The exclusion is published with the ranking.

Four states, and no fifth

Every claim in the system, at every layer, carries exactly one of these. They are distinguishable by shape as well as tone, so they survive greyscale printing, photocopying and colour-blindness.

VERIFIED
From an authoritative source, with source, link, retrieval date and quoted clause where applicable.
Quiet by design. The baseline, not an achievement.
INFERRED
Computed or reasoned from authoritative inputs, with the method stated on the field itself.
You can read the method and disagree with it.
REQUIRES CONFIRMATION
Knowable only from a party we cannot query. States who to ask and exactly what to ask them.
Actionable, not a failure. The gap is the value.
CLIENT-PRIVATE
Deal terms, costs, letters of intent. Held in your dossier and never guessed at.
Ours to hold, never ours to invent.

Never emit a number we cannot source

Absence of data is a valid output. It is reported as absence, with the reason and who could resolve it.

Never present dated figures as live

Grid data moves monthly. Every figure carries the day it was read, and reopening old work shows the dates as they were, flagging what has since changed.

Never hide a source that failed

A timed-out or unreachable source is recorded, dated and carried into the document. A silent gap is worse than a stated one.

Never let coverage be discovered by collision

Depth per country is visible before the click, and the honest "not at this depth yet" answer is a designed screen with what we do have.

MARKET DEPTH

Normalising eleven criteria across fourteen markets

Each criterion is reduced to a comparable scale with the transformation written down: what the underlying figure is, what unit it arrives in, how it was converted, and which source and date it came from. Where a country reports something in a way that cannot be compared, we say so rather than forcing it onto the scale.

Weights are yours. The method is ours, versioned, and published with the ranking so anyone reviewing your work can reconstruct it.

SITE DEPTH · POLAND

Named sources, read in the original

Site depth is deep national data integration: language-locked, expensive, and it compounds per country. Poland is where we do it first, and every field points back to one of these registries with the day it was read.

Source documents are Polish. Field labels and summaries are written as clean English equivalents, with the original clause quoted alongside.
